Oil Floating To Surface Of Water Brick NJ

This Video was taken on July 7th, 2010 behind my lagoon at 35 Perry Drive Brick NJ. It shows the water full tiny droplets of oil. The really weird thing is the oil is floating to the surface from under the water, for example around 2:40 in the video. As on past occasions the oil was in my lagoon, the next block over and even at the Mantoloking Bridge Miles away.
